It says on find-a-grave that Willam was born in Columbia County, PA. I doubt if that is true but then, for now, I don’t know where he was born.
What I do know is that there are two women who are buried in Michigan who are maiden name Martz, were born in 1812 and 1816 respectively in Pennsylvania and first appeared with their husbands in 1850 in Ashland County, OH in one case and neighboring Knox County, Ohio in the other. The two sisters then moved to Eaton County, Michigan by 1860 and there is additional evidence that they were, in fact, sisters.
One of the sisters married Jacob Stine and it is said by his descendants that William’s wife was Sarah Stine. I think it is a safe bet that William and Sarah (Martz) Stine and Mary (Martz) Fink were siblings.
On FamilySearch, William is linked to Daniel Mertz (H1d) as his father. I think Daniel did have a son William but not this one.
William did though have sons that I should track further if I ever get a better idea of who he was.

William is buried where he lived in Knox County, OH, his wife is buried in Indiana. She outlived him by 33 years and a daughter is also buried in the same cemetery in Indiana. Several other of their children are buried in the same cemetery as William.
